First impression:
I like the turtle images and they make great shots when they are at the surface. The reflection catches my eye first!

Technical ( score from 1-6, best is 6 )
Exposure : 3, Colours: 4, Sparpness: 4, DOF ( depht of field ) : 5, Contrast : 2

Suggestions :
The image is good and for the most part just needs a bit of cleaning up with the use of CS5 and Lightroom or some type of photo enhancing software. I think the color would come out in the turtle and a bit of hue adjustment will help the water color in the image. The white back scatter can be cleaned up with the assorted tools in the program.

Composition :
I like the way the turtle sits in the frame. Yes, it would have been nice if the eye was in the middle catching the viewer immediately but this position works with the reflection on the surface.
I would try to next time get underneath so that you are shooting upwards rather than Horizontal. Its a good shot and keep sharing...
